# Case C

## No record found with the same "Unique Identifier"

SPC is allowing online user registration,
 Manual account linking shows one page with
 both options:
 If user has already local login, the user enters
 local Service Provider username/
password and link accounts.

If the user doesn’t a have local login and SP is
 allowing online user registration, then user
 can start the sign-up process.
